3/30/2022 spouse went to old house and found our water company left Final NOTICE as:

Dupage County Final NOTICE Utility service will be discontinued at (our old house address) on 3/25/22 $118.78 because of the following: unpaid water/sewer Bill

we were scare because we did on line registered as auto-paied and on Feb i made a call confirmed that lady told me no worry to call pay by phone for next bill.

so i immediatedly to verify what's going on, and it turned out our renter didn't pay even water company mailed the water bill to their new address. And if the renter refused to pay off then we as owner has to pay it. i inquired why Gas and electricity didn't have such problem, she told me water company is different because they bill base on the house, while the other 2 base on person. i told her we never  receive any their bills but bill under our name.

they moved out 08/31 but lots things left inside the house and we can tell the renter woman and kids still stayed evidence(dump junks and color taint, broken vinal floor .. later the male renter got dumpster on 9/30/2021(should on 9/11/2021 but kept delay) and 10/6/2021 still left lots clothing and others until 11/24/2021 (before thanksgiving day) we paied tickets to throw away whatever left that female renter left in front of our garage door on 10/21 (she picked up some and her car was full so declared would drive back but never showed up and kept postpone then won't answear).

the male renter notified utility companies terminated service on 10/20. since then we paied ours and never got any notice from water company about the renter debt until spouse found today(last time he visited was 3/5 no notice). we were told due date extend on 4/1), i requested a copy in case to law sue the renter needs proof.

certainly there is very high risk that the female can't pay as low income or no job. if sue her, she might burn or destroy our house badly and run away if can't catch her or some one related to her does the dirty job.  ps she seemed can run away as mental problem to me.

ps the water company told me that i should trace whether retner paied off but we did call and was told it is privacy not even can tell us whose name on the bill statements. isn't it very conflict system in usa? the water company knew where they live (inside our community) and how we should be reponse for know nothing ?by this and that privacy?

ps i called to pay by phone which requires renter water bill account number that we never know because renter applied, water company wont tell us any renter bill information and there is no way to talk to agent(no one picks up phone without account number). i decide to call water company again.
ps 3/31/2022 yesterday i called the male and female renters left voice messages. and they never reponse. so today called and requested water company  email the copy or i cant pay renter owed without account number and considering sue them. the lady told me problem solved the male renter paied the fee yesterday. i did try to tell water company the male renter works in the park i can provide information, water company lady didnt want it but insist we have to pay by the owner renting agreement which we didnt know but very likely when we got previous nasty renter and informed water company then possibly was told by phone. we didnt pay attention because never happened before.

ps 4/5/2022 according to the copy we received,the renter wonman used Kxxx Bxxx not her Kxxx Pxxx but samelast name as the male renter Ryyy Byyy. the $118.78 was 07/14/2021. and the letter did show renter new address. surprised mewater company showing 11/22/2021 increase to $128.78. when we got the notice it showed $118.78. certainly no one pick up the phone i would not know exactly amount(if any penalty, interest charge)

ps busy file the 2011 tax, and read a paper "4 Things Landlords Are Not Allowed to do" :

  • Landlords cannot enter tenanted properties without giving proper notice. ps we were too naive didn't keep a copy in case the psycho thief did to our renter famaily, in the end they lost all keys except gave us a one front door key, we installed rekey type locks all wasted. we ended to replace all locks. when we did the yard jobs we even can't go to bathroom because the renter woman didn't show up.

  • Landlords cannot arbitrarily end someone's tenancy before the lease expires. ps in Jan the male renter notified us he might work in another city any time move out, we are so happy, finally can get our house back but it turned out to buy our house $100,000 below matket price. And they did destroy our house made it looks like the amount they offered. we had no guts to force them move out as afraid they got upset then destroyed our house but no use the longer stayed the worse.

  • Arbitrary, mid-lease rent increases are not permitted unless specified in certain circumstances in the lease or by the municipality. ps we didn't all 4-5 years $1700. they already used deposit, another  moth won't pay as kid illness and also request to change to monthly base so can apply social benefits.

  • The Fair Housing Act prohibits a landlord from discrimination in renting, representing properties, or providing services to tenants. ps sice 2013, we got 1st case the white couple(thru agent) with a trouble boy , every month broke this and that then punch holes in bathtub and gargage door... we can't but notify them no continue lease  2nd case a couple(both immigration no kid, the best one we got but cut a piece of new inatlled vinal floor) , 2yrs later they terminated. the 3rd is white female and immigration male with 3 kids  that is totally a nighmare to us after couple months later the house full with junks every where. all renting earned gone and still need repairng situation. 

    According to the tax rules each year max. $25000 loss allowed if total  tax income is $100,000 or less.wew are qualified but not enough to cover the whole damage, not mention our hard working.  i really should give up and accept in the future rely on social benefits. why suffering and the more usa presidents issue bloody wars the more bad renters born. ps i was told by chinese handyman the best renters are from Russia, Polish?, asian.. they keep house clean if can keep their jobs. however racial bias hatred spread to 203 district elementary school now.
